Sebastien Goulard
Sebastien Goulard is the Founder of Cooperans. His career combines international consulting, academic research and project experience across Europe and Asia.
Before establishing Cooperans, he worked in France and China on European-funded research projects and collaborated with universities and local authorities on initiatives related to environmental policy, governance and regional development.
His work has since focused on international relations, development strategies and connectivity projects. He has contributed research and analysis to peer-reviewed academic journals and specialised publications.
